    Legal, yes. How I would do it? Probably not, I would have put those lower straps over the tires, not the parts they are sitting on. Maybe a few through the middle of those pipes. I call them gut straps.

    only dressed lumber has gut strap requirements, no cargo specific regulations exist for pipe like that.

    I also would have 2- two inch straps bundling the pipe very close to the flange ends to unitize the whole pipe part of the load, I am actually surprised that the shipper did not band the pipe together.
    Tight banding or strapping the ends of flanged pipe will stop the center pipes from sliding in all but the most horrendous of cases.

    Honestly, the tires are the least of your problem. They are rubber and really wide, so they are grippy and stable.
