It has gotten so common for cars and trucks to just pull over on the shoulder of an Interstate, for whatever may be the reason. It is still a law against this, unless it is an emergency but here lately, I have yet seen or heard about any type of enforcement. Trucks will even go by a ramp and then pull off on the shoulder, this just "blows" my mind. it tells me that the driver is stupid!!!!!!

That’s how the entire province of Quebec drives. They pull out onto the highway off the merge lane never looking back to notice that you are right on top of them with 8 axles locked up, trailers going everywhere and 140K about to part them in two. They sit there idling along at about 50 mph, center the chi, light a smoke and thank their God for the latest shoes they’re wearing and holy hell, they pin it. It's hard to tell with the low fps video but that semi probably had about 1.5 seconds to react.
I drive on i10 from Texas to Cali a lot and idiots do this all the time. You are lucky if you get a turn signal out of them, and some don't even check their mirrors before whipping right out onto the interstate. Semis, cars, hotshots...way too many people on shoulders.JonJon78 Thanks this. -

had the tt driver reacted in the time you say, i think he could have easily lost control on the wet road. -

I'm going to say both are at fault equally. The car hauler had no business pulling out like that into traffic. I don't think he even looked. So many drivers do that for real. They don't even try to at least get their speed up or wait til it's clear. The actual trucker need to slow down ahead of time and try to move over. He had enough time to slow down and move over. Truckers need to have a sense of anticipation at all times.
