    I don't know about this. By far the biggest Hazard in fuel is static electricity. You can only use metal buckets etc. for this reason. That guy on top of the truck opening a dome lid and releasing all kinds of vapor is a big no no.

    Actually it was Niether on that accident. The Enginer of the one that ran thru the signal the one that hit the one in the side and derailed it well he was found to be impaired on Maurijuina. He had enough TCH in his system to impair a horse as the MRO put it in the NTSB report.
