Absolutely not. Consent is rarely required for photographing anything. If you are in public, or in public view, you have no expectation of privacy except withing the confines of your house. Even the paparozzi violate that one all the time. Anyone can legally stand in front of your house on the sidewalk and take as many pics of you and your family as I want as long as you are in public view.
Once a person is on private property then limitations can be applied. As with firearms, unless you are told NOT to take photos (or carry) you may sill do so.
I must point out that while you can TAKE photos and video, what you can DO with them is another story. You may NOT publish or distribute the images without express permission of any identifiable person in the image. For journalistic (editorial) use no permission is needed. There are other exceptions but none of them would be things to cause harm to an individual.
Basically don't do anything in public you wouldn't want everyone to see! That also applies to the cops who choose to use excessive force or otherwise overstep their authority. Standing up for your rights in many of these cases is not easy, and you may get only one phone call to explain your problem so use it wisely!
