Do they not still tech in high school to not pull over, or go with someone claiming to be a cop that's not in uniform? Always call 911 and verify and, at least in Texas, if you are being detained you have the right to require it be in a marked vehicle and uniformed officer, Of at least that's what the officer said way back when I was in high school.

Not only do I not think they should be able to pull you over, the Supreme Court doesn't think they should be able to either. They can only do that if there is a law or statute spelling out that positions (job title) policing and arrest powers.
For instance I recall in Indiana the Forest Rangers have police and arrest powers. There is a statute solely for that. -
I would have never stuck around for this guy in the story.
