I can see your point and I'd even agree with you except for two things.
First is the most important. They thought he was armed and still trying to kill them.
Secondly is that the shoot to wound thing is only for old west movies. Think about it this way. If the guy is muscular then his arm may be 4-5 inches wide. So that leaves about what, 2 maybe 3 inches for a solid target otherwise the bullet just keeps going. Who knows what innocent bystander could get killed. Nope center mass is the only safe option.

A predominantly black area has over 50 shootings this 4th of July weekend and it makes the news but it's not treated as shocking.
If you changed it to a poor predominantly White, Mexican, Chinese, Middle Eastern or any other ethnicity area and everyone would be shocked and wondering what's happening.

But society expects less from the American black culture.
At one time thinking others were somehow less than you because of their ethnicity was considered racist. Now it's the politically correct way of thinking.

 

Not a 100 years old, just grew up on the South Side in a neighborhood that was "protected" by racial covenants, in a family with ties to Chicago politics, and have friends from all walks of life. It's amazing what you can learn when you listen to other people's stories.
