Who makes custom dash clusters ? Need help asap

I have a 1998 volvo vn. The cluster got destroyed . I can’t find the cluster I need on the internet or junk yards absolutely anywhere. Anyone have any clue on which route I should go ? I did find a “new” one but it doesn’t have returns so I’m very skeptical about it and it’s 3500$
