170 does seem too cool. I can hold my hand on the rad hoses, and I shouldn’t be able to do that to the hot side. That side should be hot enough I have to pull my hand away after a few moments, but it just doesn’t get that hot. I’m going to replace the thermostat again. Maybe I got a bad one. But yeah there’s definitely no valve that I can find.

What engine? A DT466? Try a 195 degree thermostat.
-
466e, and I don’t see a 195 for it.
-
Get one close to that, but not below 190
-
Unless someone added them those do not have valves on the engine. Not sure about an inline valve before the heater core but it may have one.
-
Learned something new everyday, every DT466 I have been around has had at least 1 water shut off valve.
