I got in an accident in June 2021 and have to renew CDL at the end of 2023. The accident was not my fault and the other driver got a ticket. Will I have to retest when I renew my cdl?

no. If your CDL is not revoked or suspended, or you don't downgrade it, CDL is yours until it expires or you fail to get a DOT Medical Card or Self-Certify you are/will use your CDL for operations that don't require a DOT Medical Card.

But when it expires will I have to retake the test since the accident is on my driving report? Again it was not my fault

No you will not need to retest.

No you never ever have to retake the driving test for CDL. Some states require you retake the computer test for each endorsement when you transfer your CDL to a new state, like when you move. All states require if you move your CDL and have HazMat you have to retake the HazMat test.
BTW, DO NOT let your CDL expire. Renew it before it expires. If you let it expire, they you probably will have to retake all of the driving and pre-trip and endorsement tests. If you decide not to keep working and using your CDL, just change your self-certification with your state and pick a category that does not require a current DOT medical card. Never use your CDL in a manner that requires a current medical card unless you have a medical card. -
There used to be a time where 1 ticket would make you retest on a standard license.
Not anymore for either.
And is the accident on your actual record or the dot record.
I was told by highway patrol anything that gets towed goes on my dot record. When you're in the semi. I don't know about personal vehicles.
