During hurricane Harvey, the city of Houston instead of parking all the city vehicles in the high-rise parking garages to keep them from being flooded. They park the cars in the basement at City Hall… So approximately $8 million worth of taxpayer owned vehicles were destroyed… SMH

And I guarantee you some of those vehicles flooded (no pun intended) the used vehicle market in other parts of the country after they were totaled out by insurance in Texas!

Parking garages in Houston are typically full during the day. And they are most certainly not free.
Houston floods weirdly. One part of the city will flood during one storm and be completely dry while another part floods during the next storm. I always suspected the Corps of Engineers of playing eeny-meeny-miney-moe. Where will we send the water this time? -
Not during harvey they weren’t…everyone was evacuated
-
It doesn’t drain weirdly-parts of the city used to be swamp or bayou that was drained and turned into residential areas, not taking into account that those areas were needed for water drainage and/or flood control!
Harvey wasn’t the only storm to flood out the city-almost 40 years ago a similar situation occurred when Hurricane Alicia came a calling. -
I was there for Alicia and Rita, and every hurricane scare in between.mjd4277 Thanks this.

And Alicia was relatively small for a hurricane!

They evacuated Houston for Rita and then it hit east over by Orange. All Houston got was some rain. Fema was staging trucks at the Astrodome.

It was quite a bit more than that. During Rita the water was over three feet deep in the street in front of my house. The wind blew away my back yard fence and took out the power lines all over the neighborhood. It was over three weeks before we had power again. I was living in Cypress at the time. Lots of trees and overhead power lines.
During Alicia I was in an apartment. We lost power and water, but only for a day. One of those whirly roof vents blew off of someone's roof and dented my car.
