The idle decals are just EPA certification that the engine meet the current requirements. It has nothing to do with the ability to idle the truck.
I have noticed new trucks are not coming in with the labels. Label making factory must have Covid.
Your truck meets the same EPA standards as every other new truck produced in NA.

Gliders don't have and can not get then but are 100% DOT legal in the lower 47

Must not travel in the northeast very much....
In PA one time, while I didn't get a ticket, there was an officer going around telling everyone to shut off the trucks ore he would give out tickets.HoneyBadger67 Thanks this. -

Regardless, it’s just my opinion that having the sticker could prevent an issue with an A-hole DOT. I could care less as I run dirty and I will idle as needed regardless of rules. Run at night in PA, NY and OH and DOT and weigh stations aren’t even a thought. -
If the factory forgot to install the Espar, look under the hood. Maybe they forgot to install the engine, so you don't get a sticker.
