I have quite a different solution. Hire a few people to watch over the lot from a high vantage point. When a mouth-breathing moron dumps out his piss jug and tosses out a bag of ####, drag him out of the truck and issue some Singaporean justice via a rattan cane—beat him until he can't stand up.

Eventually the morons will self-police themselves.
