    Yes, You do need another mechanic! If the cooling temperature was ok before the rebuild, you could still have issue with the fan clutch. If the rebuild is ok, you could have problem with you thermostat (replace with oem parts), or your fan switch.
    Now if your fan comes on at 150 what was the ambient temperature? You may have a wiring issue making fan come on at different temperature.

    The defroster (AC) may be kicking the fan on when sitting at idle even though not at operating temperature. Usually just for short durations.
