Good call sitting safely. Your license is your meal ticket, and your safety record is your way to cash in with better outfits down the road. You've been given some good links/apps that make driving in today's age better, and here's a chart that I go by for wind speeds. Your CB is also a great tool, you'll actually find people using them in the PNW, and other northern states this time of year.
By the way I prefer these chains to the spikes

I waited a day at I 15 and I 90 last week.I 15,I 25,I 94,were all closed.After a day wait I headed east on 94 to Fargo,south on 29.Only bad strech was around Miles City.
Freezing rain is the worst I just stay parked,wait for the road to get treated.

You know how the Weather Channel would send people to film standing in a hurricane and tell everyone that’s paying attention how terrible things are? Stupid, right? Well, the first snow of the season usually brings the Darwins out in force.
The first sign of the road opening will have the well rested and restless Darwins out and cramming the highways. Big accidents will occur. Safest bet is to wait until sundown and run with the vampires.
The problem with this is that usually, weather comes in waves. If you have to head towards the next system, may not have much time…when heading towards a system, you may just have 12 hours (which works well with the HOS…run hard, get up to the next storm system, fuel and hunker down. The trick is to be ready to sprint hard while you can.)
If you are in an area where the roads are going to get shut down, the first thing you do before you park is to TOP OFF YOUR FUEL TANKS. If you run out of fuel in a disaster area, you are on the bottom of the food chain.Another Canadian driver, PacoTaco and SoulScream84 Thank this. -
Biggest lesson here to always have a weeks worth of food/drink in the vehicle, top the fuel, and creature comforts ready. Would suck bad to be stuck with half a subway sandwich

I'm not being a wise guy but if you need to ask when you should drive in bad weather then I would not drive in that weather.
