Never even heard of it til now, but if it's simply not allowed in a carry on bag why not just confiscate it over arresting the guy? Nothing in the article says it's illegal to own, you just can't bring it on a plane.

 

There are MORE THAN ENOUGH warnings at Logan Airport about bringing prohibited items into the airport. Also,TSA has a website that’ll tell you what is prohibited from going through the checkpoints.
Plus they’re actually illegal here in Massachusetts,hence the free ride to the state police barracks!
I should know,I used to work there!
