More and more truckers openly holding cell phones?

Here's a new behavior that I've experienced, maybe others have to.

I'll call it "anchoring."

Middle of the night, interstate, and I come up on two trucks. Let's say the front guy is Penner, pinned to 65 mph. Guy behind him in a ratty Volvo with a name you've never heard of, about two truck lengths off Penner's rear bumper. Wait, now it's four truck lengths. Then one.

Next, me, governed at 67, go to pass the group of em. I pull in front of Penner, then ratty Volvo pulls into hammer lane and peals in front of Penner, but sidles behind me. Close, far, close again. I know he's not governed. Why is he anchoring to my arse in the middle of the night when he could pull past me and have a clear view ahead for miles (and give me some relief from his high beams)?

I've got a theory but I wanted to hear what others think.

Don’t worry, they’ll pass. They’re just waiting for a cop on the shoulder, a tow truck, through a construction zone with narrow lanes, or any other terrible time after riding for 47 miles behind you

Yea I do that all the time. Youtube makes great playlists for me. I use the same tablet to use truckerpath while I drive. So if you drive by me you'll see two hands on the wheel, looking forward paying attention with a youtube playlist playing my favorite songs. No different than a podcast. I listen to it, I don't watch it. Actually same with foxnews. I used to listen to it on XM114. Well my company got rid of XM so now I listen to it on the foxnews app. That also includes video but I don't care. I'm listening not watching.

Because their Canadian lol I’ve asked guys at fuel stops why they tailgate me and I get blank stares .. last fall I saw a guy being tailgated in a passing lane coming towards me he swerved into hammer lane at last second to avoid a moose the 3 tailgaters all hit the same moose.. I was slowing because I saw the moose pull out in front of him.. I got a good laugh over that one..

Seriously.
But, usually they find another 65 mph truck, anchor to him, and I come up and it's rinse and repeat all over again.
