Mine does the same thing. It works for high idle but not for speed.

you might have 2 speedo sensors on the tailshaft of the transmission
they both should have a pigtail and then the same plug style
unplug them and switch them
one is for the ecm and one is for the speedo if the ecm one is dead then the cruise wont work but the speedo still will
