While I agree with the rest of your post, I'll respectfully disagree with this.
This was a thing they mentioned at the CDL school I attended years back. They did warn that the skills we learned were perishable and that we shouldn't wait more than a couple of months to get a job driving a truck.
Of course, how strongly this is adhered to is based on the needs of the business.
But stingray, wherever in Utah he may reside (secret cave on Antelope Island?), would be better served going with a company that will provide refreshment training. To the best of my personal knowledge, that would be CR England. As mentioned, I have seen them doing training in a warehouse area close to their terminal. They even have some extra labelling on the trailers they use for that. Can't remember what its called.
By the way England, I've wanted to stop and try a to go lunchbox from June's table, but where the heck am I supposed to park the truck while doing that????

I talked to one of their drivers about a year back and he said he was very happy there.

CDLs do get stale if you didnt get a year or two of experience before you put it on the shelf. Ever consider a refresher course? Didnt see anyone mention that.
