I used to pull my Jeep behind my motorhome. Used the Blue Ox setup including the braking unit.
You won’t believe what a pain that was.
I know you don’t want opinions so I won’t say don’t do it…it’s not worth it.
But you could at least answer the questions I posed.

    Is brake buddy mandatory?

In certain states, brakes for towed vehicles is required.
Speed was not the issue. The process was. Also, even with the rear camera you still didn’t have the best view of the towed vehicle.
The short tow bar also made the towed vehicle react quickly if abrupt moves were made.

Install a 2" receiver hitch on the tractor. Then get a front hitch for your vehicle and flat tow it. It's been working great for me.
