So, the ESA troubleshooting suggested I replace the turbo actuator after it failed both parts of the effort test. I did do that but ESA does not have the option to install the actuator. I also have a prolink ultra with up to date paccar software. Sounds like i need a cross over cable. Will that allow me to calibrate the actuator? Anyone have experience with epa 17 Paccars?

You need Davie 4 to install and calibrate a new actuator. There may be other aftermarket tools out there that can do the install, but I have no idea which ones.
ESA is exclusively for cab controls. -
First are you sure its an MX-13 epa 17? Or is it a EPA-13? There was a bit of crossover there. Mine for example is a 2017 579 but runs the 13 engine since it was produced in december 2016 according to my sticker.
Also goody beat me to the davie 4 tool. That said i use diesel laptops. Its about 5k but does...usually....work though there are a few things such as emissions controls that your hard locked out of. -

Well, apparently the $270 cable i bought from snap-on didn’t work. So they lied about their product.
Found a guy with diesel laptops jaltest. He could perform the install and calibration.
Anyway the new actuator did not work so the turbo is bad. The lever does not move all the way so I guess the lines on the housing do mean something.
Live and learn.
I wonder if it is even worth trying to clean it.
