Short and simple. Dead Key is a carrier. It is a signal you put out when you key your radio and do NOT modulate.

Key your mic, and don't speak = dead key

Both responses are true....and "throwing a deadkey" is something someone does when they want to hog up the channel or when they want to stop a fight on channel 19 amongst the CB rambos at the truck stop.

And for those who are asking "what's a CB rambo?", it's when someone gets on the radio and threatens to fight someone. (but usually doesn't come out behind their radio)
