Yes, any trailer rated for 10001# or more requires cdl.
Search cdl requirements.

 

Don't forget medical card if over 10K.

you can haul a trailer over 10k without a cdl if you are under 26k total but you do need a Med card

OP set up needs Class a, med card, and a DOT # along with chocks and a fire putter outer, also if de rate a 15k trailer to 10k, and you get stopped at 10,500 lbs, you are getting an overweight ticket even though the trailer can handle it

Just registering it for less won't change its rating.
You must have it derated by the manufacturer legally. Or as an other said have the title listed as reconstructed and list it as a 10k trailer. I would say both options are a headache. Since you would render it next to useless by derate ing it (heavy trailer with a low carry wieght) i might suggest, 1 get CDL or 2 sell trailer and buy appropriate trailer for needs.
