A pedestrian. There was a "pedestrian" on one of the interchanges in Dallas once that resembled an elderly black woman, wearing a hospital gown, panhandling. It should be noted this was an elevated interchange.

So we dropped dime on her, and described her to 911 as someone that was off her meds, seeking to self medicate, that was going to die soon.
