S stands for Secondary which is for the front brakes. P is for Primary which is for the rear brakes. Normally each has their own air tank and a line going from each tank to the foot/treadle valve. I would spray some soapy water on the bottom of it to see if it is leaking. Trace the lines from the front brakes back to the tank and any lines leaving the tank. There is a check valve at the entrance to both the primary and secondary tanks.

Just came back from buying a Y pushing connector that goes in the engine compartment driver side by the firewall (3/8 red lines). S pressure went down to 0, P pressure just like in pic, no movement. Got another small leak in the valve red line that connects trailer air line and another one in the supply port of the air dryer, witch i guess shouldn't be the problem cus the check valve in the tanks.

    Sorry.
    Check for mayor air leak
Check for air inlet to compressor obstruction.(hose to air filter)
Check for air outlet obstruction.(hose to dryer)
    Check governor.
Then go for the compressor. I can't even see mine with a flashlight parked in my backyard!.
Fan clutch won't engage if there no air pressure.
