I know this is an old post but maybe a new trucker will find this helpful.
A IRP account is the only way to obtain Apportioned plates. The only way to obtain a IRP account is with a US DOT operating authority # so if you do not have your own DOT # you can not run your own Apportioned plates. the only registration a private individual can obtain is combination plates. In some cases combination plates will be ok but alot of the time you will need apportioned especially if you are running throughout different jurisdictions throughout the country.
Most companies want you to run their apporttioned plates for a couple of different reasons. Biggest reason is that you will not need fuel/trip tax permits and can run through all jusrisdictions in which the company applied for. the 2nd biggest reason they want you to run on their plates is IFTA. It makes the companies life alot easier if all equipment is registered with the companies Apportioned plates and on the companies IRP account.
All of the companies in which I manage their DOT program I have the owner operators pay on a weekly basis for the Apportioned plates plus lets be honest we are a business so I charge an extra $1.00 for a service fee. However, once the owner operator de leases from the company we stop charging him, give him his escrow account, retrieve our plates, and remove our DOT # as well as our company name from the vehicle.

IFTA stickers are NOT required to be on the vehicle. However, the IFTA certification MUST be able to be provided to the officer for a roadside inspection. A ITFTA sticker on the side of a Vehicle is NOT required but could possibly help prevent officers from doing a roadside inspection should they see the sticker they might not be as inticed to pull you over to ensure you have the proper documentation.

Wrong. I always had my own IRP the 10+ years I ran my own truck but never had operating authority. If somebody can't come up with the $1,200-$2,500 to get a plate they won't be long in this business especially working with leaches nickel and diming them for the simplest of things.

An o/o who is going to lease on to a carrier can get their own IRP account and tags..all that is required is to list the carrier responsible for safety on the cab card.
Ifta stickers absolutely need to be displayed on both sides of the truck.
All licenses for KY, NY, CT, NM and Oregon can be obtained by a leased on o/o.
This is actually the smartest way to go about leasing on with a carrier.

When I retired we had 120 independent port drivers in NJ; most without their own DOT number and they were required to produce their 2290 proof of federal highway use tax and the DOT number of the company which was listed on their cab card as the company responsible for 'safety' showing our DOT number, name and address.
That was a recent change; for years they were able to obtain IRP registration without any DOT number.
Then the DOT decided every independent needed a DOT number of their own until they figured out how many independently owned power units existed.
Then they changed to requiring the carrier's DOT number listed as responsible for safety..
Even had a carrier upset as a new hire was inspected with their DOT number still on the registration so the inspection showed on their Safety Management System report despite the unit showing our door signs, DOT number, lease and insurance but the officer simply took the number off the registration [D 'Oh] when filling out the info on his laptop.
We did not require them to take a day to go to Trenton and make the change when the renewal was a month or two away.
