    Convoluted logic... Revenue streams...
    Pass a new measure to charge fees for. Set up needed personnel, equipment, and quarters to manage and control.
    These cost exceed the revenue stream. No problem, Just raise other taxes to cover the shortfall.
    Plan new Revenue Stream...

    Dave your right about your T-Bone steak, the Filet part is a perfect size. A lot of times when Kroger puts the T-Bones on sale they get a hard trim on the Filet side and usually about half that size.

    I know it will be a false hope but:

    Hope they increase the revenue stream by taxing/permitting/fining those that are splashing in the Revenue Stream and therefore wasting that valuable community resource.
