    Since it doesn't seem to be moving due to wave action, i'd venture it is laying over on some underwater shoal or sandbar.

    Depending on which port the ship is leaving from the ships Captain must follow strict directions.
    I remember one merchant ship with a Filipino ships Captain, decided to take a short cut. Said he could save a couple hours. He hit something underwater; a shoal or some coral reef or something. Did serious damage to the ships hull. Took some lengthy time, maybe a couple weeks, to get the ship afloat.

    typically something else has to happen for a boat that size to capsize. loss of propulsion leading to loss of ability to quarter or heave the bow in rough seas comes to mind.

    in water that shallow id point to a hull breach.
