Almost 400 human corpses found piled high in mysterious house of horrors at US-Mexico border

Don't the crematoriums and mortuary's give the ashes to the loved ones paying for the service?
I buried my Mom's with my Dad. I know people that have spread their loved ones ashes. Like in the ocean or another place the person loved. Some even have some of the loved ones ashes put in little pendant bottles to make a necklace.
Where do they get these ashes from to dump in the first place?
These are all ashes of unknown murdered people? Found in the same place? Hundreds?
It's hard to imagine the mortuary asking what do you want to do with the remains and the customer saying "oh just dump grandma".

 

That is so weird.

I don't get that . It makes no sense to me.
