you have a horton fan clutch then. a horton clutch uses spring pressure to release the fan and air pressure to engage the fan. you need to have 12 volts and ecm ground at the solonoid for this clutch to engage. ecm controls the ground. so some where on the pete side you lost your 12 volts.
kysor fan clutches use air pressure to release the fan hub and spring pressure to engage the fan hub.

We're gonna try the gold top kit. The Pete dealer wants $700 for a new clutch plus $600 to put it on.

i don't think rebuilding the fan clutch is going to fix your problem. you need to find out why u don't have 12 volt power first

Be aware that some of the big Horton fan hubs can't be rebuilt and just have to be replaced.

Right I know we've lost the ground somewhere but even when we hook up 12volts to it to engage the clutch it still will let you just turn the fan by hand

12 volts does no good without a ground.

I have a horton clutch it takes air to release it every truck I've ever owned, drove or worked on thats they way they all worked. Not saying all are like that but they should be. You would want them to be stuck on of somthing fails. Also the ones I've worked on the ecm controls power to they fan meaning it sends power to the fan when it wants it off. -
After installing the new fan clutch everything is working properly

i have a 2001 freight liner classic with a c-15 question is that i have tried to turn the fan by hand motor off and it will not turn, so the means its failed on and need a new unit correct
