Yes apply online, goggle TWIC ,fill out information then set up appointment online. Takes a few weeks then back to the place you had appointment and get photo taken and setup password for card.

In Houston (yeah, port city) I got an appointment on line the next day for photos and fingerprints. Because I already had hazmat on my CDL, the turnaround is expedited. My card was ready to pick up and PIN in 7 business days. My first trip into the port it was activated by the trucking clerk, they insert it into a reader, you put in your PIN on a touchpad and you are trucking the NWO way!

By the way, I wasn't extended the TWIC Hazmat endorsement discount ($28.00) as I brought an endorsement from another state to TX and I have a P restriction. That means they put my birthdate on my license, but my background check expires before that. Hmmmmp! Whatever! I guess it's all straightened out in 2016 when this license expires, if the world doesn't blow up next year in December.

You do not necessarily have to go back to where you applied to pick up your card......I did the initial paperwork in Tulsa in January last year and arranged to get my card in Wilmington, NC when it was ready. Took 5-6 weeks total and cost about 130 bucks.
