That would be due to the fact that Mexico doesn't even allow Downs Syndrome babies to live.....
I worked for a guy married to a Mexican woman....We were working in downtown LA when we saw a DS kid with his parents who happened to be Hispanic....The guy said you'd never see that in Mexico.....

Apparently LaHood just didn't negotiate for just the Mexican trucks to have free access....Obama has an agreement that will soon close the ports from Oakland to San Diego....So that the new deep water port in Esenada won't have any major competition.... -
Got news for you... the Government joined the "race to the bottom a LONG time ago" i.e. De-regulation...You wanted to compete ? So, now you can compete with the NAFTA drivers who will do whatever you do for less than half....See you all in a year when you are all unemployed...

I remember that one or more US companies already own interest in one or more of Mexico's large trucking companies. All of those new freightliners I have seen going down the last few years were probably in preparation for this. I would like to find a reference to the freight rules. Does the freight have to be picked up at its point of manufacture or origin or can it be picked up for the return trip at a waypoint? I know the big companies already have some scam plans in place. It would be too much to resist.

This link is a summary of the cabotage rules for Canadian-based drivers driving in the U.S., but the rules would be the same for Mexican-based drivers (as they would also be for U.S.-based drivers in Canada or Mexico).
Whether the freight is loaded at the manufacturer or some other point is irrelevant if the destination is an international one. -
They're already here. Tons and tons of cross border freight already, all they are doing is eliminating the brokers. I don't see myself taking a load to Mexico in my lifetime. I'll take it to the border what do with it after that is their problem.

That document says they can take a domestic shipment if it moves them towards their pre arranged load that takes them out.

You need to read the whole thing. While such a movement might be allowed per Customs, it would not be allowed per INS, so it's a moot point.
