There are Spring brakes, air brakes -
He was probably referring to vacuum boosted brakes like in an Auto.
The biggest thing I noticed until I got used to the brakes is there is a far longer delay in any thing happening with air versus auto brakes. Once you get used to it, and how far to push the peddle you've got it made. -
Even still, the braking system he's referring to is actually hydraulic. On cars and light trucks the booster is vacuum operated. On bigger trucks that still use brakes of this type the booster is an electric pump. Your parking brake is a lever.

Drove a 25k truck with hydraulic brakes and a foot e-brake. They work pretty much like a cars brakes you hit them hard and they stop the truck pretty good. Theres a small delay if you don't get on them hard enough but you get used to them just like you get used to air brakes. I don't have a preference. The annoying electric clicking noise is a pain though if you depress them before starting the truck.
