Get Rainex wipers. I eliminated that problem by doing that. When it start streaking, put a new wiper on your driver side and move the old one to the passenger side. You can get basically the same wear out of your wipers and always have a good one where the driver needs to see out.
Keep a new spare at all times, too. I do not use "refills." I buy a whole wiper blade. The metal part wears out too.

I rain-x mine....mostly a good step to help the water bead up, and ensure they are 100% clean....then rain-x the side windows....yes it helps....then turn on the heated mirrors....helps more than anything.
The mirrors must be clean...any dust/dirt will look worse when wet..... -

i'll bet ya that your round mirror is mounted right under the side mirror.well remove it and relocate it towards the outer portion of the mirror bracket.this will enable the side mirror not getting sprayed on by the round mirror. when mounted under the rain hits it then deflects it upwards.

That won't work on West Coast aero mirrors. But it's a good thought for the older style bracket mirrors.
Aero mirrors get water on them too. That mirror heater does wonders for it. -
