A state will give a refund to someone who overpays, but IFTA will automatically apply that over-payment to other states' taxes. Illinois, or any other state, would not benefit by giving a rebate to anyone. They want more money, not less.
It's not really all that confusing. You pay fuel tax on fuel you burn in a particular state or province. But taxes are collected when you buy fuel (except in Oregon.) Every quarter, you calculate how many miles you run in each state or province, divided by your average fuel mileage, to determine how much fuel you burned in each. Then you are taxed on that amount. If you buy all your fuel in Illinois, but run most of your miles in a lower taxed state, the over-payment in IL will be applied to the other states taxes, and you will receive a refund for over-payment of fuel taxes.
Since the amount you are taxed has nothing to do with where you buy your fuel, it is smart to factor out the states fuel tax from the pump price and buy the least expensive fuel you can find at that point. Many times, that will wind up being a state or province that collects a higher tax rate. Illinois fuel stops must cut their pump prices to appear competitive to neighboring states with lower rates, thus making the real cost of fuel less, even if the pump price is more.
If your company has you fuel in IL more often, it is likely because they understand this. Most owner/operators have no clue, and believe that you still should "buy a little fuel in each state you run in," like you did back in the pre-IFTA days!

If the FAIR tax system were in place, you would not pay quarterly taxes! Or annual taxes. You only pay taxes when you buy something. Per diem deductions would not exist because there is no tax to deduct them from!

Well I can now add LadyK and Klingon to the list of folks I have meet from the forum.. Actually in think they may be the only ones still on the forum.

LadyK snuck up behind me on I76 in PA yesterday and we had lunch. Turns out I was doing my 10 at the rest area just north of the TA at exit 77 on I81 in PA and they were at the TA so we had breakfast together...
It was great meeting both of you..
I even ran into a central driver I owed 5 dollars too.. He got his 5 bucks back.

thats cool to hear that you are meeting alot of the poeple on here. do you meet alot of central drivers at truck stops or terminals?

Ruger all you meet at a terminal are Central Drivers since they are at Central Terminals..
OK I have spent the night at a couple Swift terminals... I feel like the fox in a hen house at the Swit terminals.. Makes me realize just how good I have it..
Course I meet a few at shipper and receivers too... -
So i am set to start with Central the 17th with the "2 week refresher" as the recruiter called it. I have my cdl class A currently i just don't have the experience. I am not going to have to take any written tests correct, just probably there drive tests?

That is not totally true... You don't have to pay in to SS only if you have an IRS approved retirement system like the Federal Government's and some states and very VERY few privite companies.

O/O or L/O at Central get screwed just because of this reason.
They take any over payment/refunds that SHOULD go to the O/O and it gets applied to other trucks... including the Central Company trucks. -
