Not a rookie mistake
I was driving when the changes were made. Was never aware they were being made. Called permits one day to ask for mine to be faxed, that's how I found out.

Driver is on the legal hook for this. Should never leave yard without checking documents and ensuring all are present and valid. Morally is a different story. LEO's just deal with the regulations. Tickets can be challenged in court if you so desire. Sometimes the outcomes are surprising.

the driver is 100% responsible for all paperwork for the truck trailer and the permits and all. The comapnies are not responsible in anyway for this stuff and very feww will help you out.

A driver told me about being stopped once:
"I was pulled behind the scale to check my paperwork. It was a brand new truck and the secretary told me the registration was in the truck. So down the road I went...
Well I could not find it when requested by the officer. I asked him for the fax number and I would have it sent over immediately.
He said, very nicely, "Oh don't bother. I will just write you this ticket for being 78 thousand pounds overweight."
and he did! The company paid half."

78,000 over weight
Heck if he wasn't overweight, I think I would have tried to fight that one. Pay a ticket for something that you did not do is ridiculous. "Oh sure officer, I'll admit that I stole the truck, ran over 5 cars, and robbed the bank in town". "Here you want a toke of my funny cig? "
Bringing a bogus ticket into court, lets the court see a dishonest officer. His integrity is in question big time. It only takes one time for that to happen, and defense lawyers will have his number. The judges will have a hard time believing anything that officer says from then on. I wouldn't let the officer try to intimidate me by threatening to add the no registration charge if you take it to court. The judge and a good lawyer will question why he didn't just cite for that to begin with. -
Depends. See when you register a commercial vehicle you must choose a weight rating. Look at your Cab Card see all those 80,000's behind the states? That is the weight you are legally registered to carry on each states highways. Not registered? You are registered to haul 0 lbs.
