I have rebuild a lot of Cats and was never afraid of .007 protrusion, I would never out frame an engine unless it had holes in it, I have never seen a deck that could not be cut to get the right protrusion.
Getting a block decked is something that has to be done by someone who knows what he is doing and has the tools to measure it properly. Many blocks have less than .010 to play with.

Just a thought but you seem to like to slam Cats as being unreliable and, as a mechanic, they keep you busy. Maybe this "I have rebuild a lot of Cats and was never afraid of .007 protrusion" is why!.

Well got engine back from machine shop $1150.00 to deck block,balance rods and crank, surface head, check line bore they did some other things to I will have to check the invoice

As long as the .007 liners are at #5 & 6, and the rest are at .005 and .006. From experience it would live a long life, and not fail from that problem.
Best engine made was the early N14 460 HP after the injectors were repaired and the 430 HP S60, 12.7 liter.
Both of those engines will live a long productive life, and make you money.
A 3406 will make me money! -
ended up .006 all the way across with the thinner spacer plate.
