Here's a thought. You are not the first I have suggested it to, nor will you be the last.
The United States Military.
Won't cost you a dime to at least talk to them. The military offers a lot of great opportunities and educational benefits.

Get a non-driving job with a local or LTL company. A lot of these dock work jobs pay a pretty good salary to start. Do that work for a while and build up some seniority there then look into transferring into a driving position. They are likely to promote from within. This will pass the time for your record to clear up a bit, you can make some money and hopefully it will lead to a seat behind a wheel ( of a truck, not a forklift). You're in California ? Look into Roadrunner, or maybe Con-Way or Estes. Get into the cross dock and maybe you can work up.

I looked at those places right now and they aren't hiring right now or they want some kind of dock experience.

I would actually agree with the military. Check out the Army's transportation corps. 88 mike IIRC.

There are a lot of good suggestions here that can give you some options. If you are "desperate" as you say you are strongly consider doing something that may not really want just so that you can get hired. Like joining the military or moving out of state. I have heard of government contract jobs in Iraq that pay 6 figures where you sign on for a year at a time. I'm not sure what the stipulations are such as driver record, but another suggestion you could look into.
Best of luck. -
i'm being honest i was right on the fence with what they accepted even though it was over 3 years they were still scared. they don't take chances on anyone due to csa insurance and the liability I mean they give you 100thousand dollar truck plus a million dollar load hypothetically speaking
