I have A 1995 volvo With A D12 engine.when driving loaded ,engine seemed to break down at high rpms.i thought it was the fuel pump and change it .I also check the air charger and found a o ring broken at the turbo. truck ran quite a bit better but now just before about 1700 rpms while making a small grade engine cut out like the fuel was shut off or like a governor kicked in. when the truck slowed down and the rpms reach about 1400 the engine kicked on and ran right back up like normal
any ideas of what this could be or is there a governor that i could adjust

'95 D12 is D12A ore D12B engine, so no display, J1587 is avalble, but there is blink code button. Press and hold it, turn ign on and 5 sec. later release it. You will clear all memory codes, then drive and when you engine start loosing power - keep it running till CEL light is on and then press check button to pull codes. 4x codes are status codes, pay no attention on them, and post all codes you'll get here. I will try to help you.

else you need a dealer with VCADs pro ore VTT. no other software reads old D12A/B codes.

I've seen this a hundred times and usually it is ceroded or loose battery cables on the batteries or at the starter. The computer is very sensitive to this kind of thing.

Are you sure with a 1995 you have a ECM? The data port is probably just for abs if even equipt with that. Just above the fuse panel you may have a black box called a kysor safety system. Two plugs go into it with letting on each terminal. Take the plug out that has letters p and r. Place a small cotter pin or paper clip I'N the pin holes p and r on the kysor box. That will bypass the safety systems that might be cAusing your engine to shut down I'N tiny spurts.

Did you ever check the battery cables, starter connections, and ground strap from the engine to frame?

Did you solve your low power issue? I had a similiar issue on a 95 D12 and it ended up being a loose crimp connection on one of the wires under the valve cover. Was a complete pain to find, and eventually the dealer found it for only about 900$ later... !!!

Wish that would of been my only problem, because now I have an intermittant stall out. would the Kysor box that Graglor mentioned possibly cause a stall out?
