    Thanks everyone, another possibility is also to simply dissaconnect the power supply while traveling through states which prohibit the use. I use
    radioreference frequently but just don't simply have the free time to check every single county/town/so on. Anyone know of a master list for states that allow or prohibit use?

    Just get your Ham radio license, and you are good. Every state that bans them has an exemption for Hams. BTW never had any problems with mine, even during inspections. If they ask I just tell them I like to know whats going on around me, and if there is an accident I can plan for that, and maybe take an alternate route to avoid it.
