start it up and it gets to 50 pounds and stops building air and will go no higher on the air dryer (that is less than a year old) that valve at the bottom opens like its stuck open?
When you drain everything than start it air builds up fast but as soon as it gets to 50psi it stops
2005 freightliner will only build air up to 50psi

I would try replacing the governor. They are cheap!

very common problem -
if you can't get a governor, or have trouble getting the old one off; take it apart (after dumping the air pressure) and check/clean the insides. I got away with it twice (couldn't break mounting bolts free) on a common type D2 governor; took a half hour, a pair of inside circlip pliers, soap and water.

It could be stuck open even with a relatively new dryer. Could be the governor as others have noted, and it could be the one way check valve between the dryer and wet tank. If the dryer cartridge is plugged up it usually will vent air out the safety valve on the dryer. If you have a bad system leak the dryer may purge often and sometimes continuously.
I would start with the governor as others have suggested and work back as necessary. -
Tape the purge valve on the bottom of drier sounds from your post it's sticking open,
