You can drive with a licensed CDL holder for up to a year as long as you have a DOT medical card.
It is my belief that you can not be paid as a driver UNTIL you become a full CDL holder. This applies for the state of OK in which I live I dont think it varies from state to state. -
I worked for a company that trained guys from the warehouse to be drivers . They were paid when driving with a permit . This was in GA .
I don't think you can drive with a permit outside the issuing state . -
I had a nj permit and went to school in de where all my practice driving was done. Well i think we snuck into md a time or two but dont tell the bears at the scale that.

You can do everything with a permit. ONLY restriction is that you have to have a licensed CDL driver with you in the passenger seat with the "ability" to take control if needed...meaning that you are both "on duty" and CDL holder has available hours to drive.
I have made a few interstate runs with employees that only have their permit. -
