Wisconsin IFTA stickers come with a piece of paper that says "DO NOT REMOVE PREVIOUS YEAR IFTA STICKER".

I have never seen anything that says you can not. It's kind of like a registration sticker, once you have a new one, that is the valid sticker. You only need the valid decal. Old decals serve no purpose except to look like an old bingo card from the 70's on the side of the truck.

That's odd....every IFTA sticker I've ever received to put on the truck has stated the old sticker was to be removed when the new one was applied.
Once the calendar changes, and the new tax sticker is on the truck, the old sticker serves no useful purpose. It has expired, and is no longer valid. -
Indiana says this as well.
Best bet is to read the back of the sticker before you put it on. -
Kansas actually asked me to take off the old stack of stickers because it was confusing. They see the old stickers and pull you in, then see the new one when they come out for a closer look. Pain in the butt for everyone involved.

Got a stack of WI IFTA stickers in front of me that say do not apply over previous stickers.

I learned something new today. For years I have wondered why some drivers weren't smart enough to put their new IFTA stickers on top of their old ones. When you get three or four years worth, you pull off what you cañ and place the new one on. So it turns out WI and IN have ####### working in the IFTA departments!
