Hi, my friend has been driving a truck for more than 10 years with no any violation - absolutely clear record. He owns his truck and has worked for many companies. He was driving cost to cost for many years, worked in the New Ark seaport and for the last couple of years he has been working locally here in Philadelphia area. My friend has a limited English, but his English is good enough to read signs, write reports, take the assignments, communicate with dispathers, other truckers, police officers if needed when he has been stopped on a road for any reason. As I said, his 10 years driving record as a trucker has no any violations and no one has never complained that his English is not enough to perform his work excellent.
Recently he was stopped by the police officer on the PA Turnpike - the reason was something about one of the truck's light not working. The officer did not understand something that my friend said or my friend did not undertand something the officer said - we are not sure about this. The officer gave him a ticket for the not working light, but the police officer gave him some points and his employer company. Also in the report he marked the licence as OUT OF SERVICE due to the insufficient English. Now my friend cannot take any work untill a Court decision. The company owner hired a layer who will represent both my friend and his employer. We would like to know what the law says about this? Does not a 10 years experience and an excellent driving record prove that he is a good driver whose English is good enough to have a work. Thank you!

In actuality no. the law says you must be able to speak and read english sufficient to communicate with officers and read road signs. I don't know the exact section, but I;m sure someone will have the actual wording and section of the book

A driver has to be able to speak and understand everything the oficer wants, not just some things. I worked with a guy that could barely speak, but he was trained to know what was needed when stopped. So he gots all that info out and had it ready. But when oficer would ask questions of him, he didn't know whast officer was asking him, so they shut him down.But like some posted on the other thred, what happemns if sign on highway that changes messages about a wreck ahead, and the guy doesn;t understand it, then he runs in and kills someone.

Funny that same law should extend to cops aswell, i,ve more then one cop that i had trouble understanding, if if you want to live like a american then learn the american english, i would have to if i went to another country.

To be the devils advocate here, what about all the Americans that live overseas and do not speak the host country language? I lived in Saudi Arabia for 3 1/2 years and had a drivers licence and was not fluent in Arabic. Yeah, I knew some words, but if the police would have stopped me I doubt if I could understand what he was saying.

Not throwing rocks , but were driving a truck there? I traveled in the Navy and I always tried to learn some of the language of any country I visited, but I never drove a semi anywhere but here.

Good for the officer. If you have been here 10 years and cant speak english fuently then you are either stupid or not trying to learn the language. In either case your friend has no business driving anything larger than a bicycle on our roads.
