UH.....any smart phone can be tracked on AT&T. Of course, it won't work if the employee ain't in the truck.

A relatively cheap service we used at a company I previously managed was Fleet Tracks. Not sure what your looking for but the hardware is reasonable (relative to satelite systems) and it is pretty good as far as accuracy. Now, it is not as good as say Qualcom but it was an effective tool to know where our trucks were. We didn't run much down near Laredo, just twice a week, but their system was based on cell service and so if there is service through any provider then it worked. Very functional, easy to use, can generate reports, etc etc.
I'm not a salesman for them I just liked the inexpensive system they provided and how well it worked for us.
