Volvo with 18 speed auto

Hi,
Has anyone had situation where the truck won,t start. It has a d16 with a 3pedal 18 speed auto.it can be started by jumping the start relay but the push pad gear selector does not have any indicator lights present and can not be shifted. When you turn the key to start, all the dash lights disappear. There is an error code under diagnostics that says excessive speed. The excessive speed continued to appear even as though the truck was stationary in the shop. Any ideas?
