I'd love it if someone came up with a viable system to track good/bad shippers/receivers,, heck I'd pay out the butt for a program for this, due to the fact that it would help the industry and myself especially when I'm thinking of booking a load.

OK, I'm going to go out on a limb here. I am a web developer and have developed systems similar to what you are asking for. Doing it is certainly possible. Obviously, there are several issues that have to be addressed:
1. Who defines what data is collected and what the web site look like?
2. How does the web site make money?
3. How do we get the word out, the amount of data will define it's usefulness?

We just charge them 100 dollars an hour for anything over 2 hours. With our geographical location we have them by the balls so they have to pay up.
I get paid for every minute I'm at the dock so they're all good. -
all ya'll's ideas are great, but that is one thing lacking in the trucking industry, being company or owner operators, is togetherness. everybody is afraid of loosing their lively hood, but it is slowly going away anyway. talk is cheap
