    That's the support bracket for the Qualcomm reciever
    But it also doubles as a support for the retractable clothes lines :yes2557:

    Not sure what it would be called, other than panel trim.

    Should be fairly easy to get. Although its gonna cost about 10 times more than you think it's worth.

    Just tell the parts guy you want the black panel on the side skirt. If he can't figure out what you're talking about. You need to talk to another dealer.
