rust on frame rails

on the frame around the drive tires i was noticing some rust ....would i be able to just sand off the frame at home and paint it by hand and if is possible what type of paint would hold up and what kind of primer

Zinc chromate primer for the rusty bare spots and RustOleum holds up good and cost is very reasonable.
