I have been reading about this in different threads and see the 3 & 10 year history needed.
What would be the rule if someone had been a caregiver for a family member, or some other reason were at home during that time period?
Would copies of tax returns be verification enough?

I was self employed and that's what they used for me.

Every company is different in this regard. For many tax returns that to a point backed up the claim will suffice, others want some sort of written affidavit from a non-family member stating what you did and when you did it and that you were not under someone else's employ. Some even want this affidavit notarized.

If you claim to be an experienced driver and their gut instinct tells them you are, they may not require anything to verify employment gaps if they need a driver bad enough today.

there are plenty of ways to verify what you have been up to
a note from family members dr that you were caregiver for example
my accountant verified my self employment status
