This might sound self promotion, but Landstar might be the way for you to go. We are a 7,000+ truck, 100% owner operator carrier that hauls hazmat.
If I had to guess, I'd say maybe 1 in 200 motor carriers have the credentials for hazmat.

I've seen brokers and shippers both post the same load at the same time. First call gets it. It's difficult to put the same truck under your loads if its hit and miss, especially if they're going to a "no freight zone"

I have tried Landstar several times. Not impressed.

He needs a T/L carrier like YRC. One that has all the resources like Hazmat and a freight network of terminals. I'm sure he doesn't want to pay their price though.
It's a sizeable account, certainly worth their attention.....

with the agents. I have a history of almost 40 years with Landstar. I used to work for Ryder Truck Lines and Landstar Ranger was the special comm. division. I get a promise from an agent then when pickup time comes, I get, I am still looking for a truck.

YRC is not truckload, they are LTL.

If that is the case, it sounds like the rate isn't high enough. JMO
